Manager of Social Neighbourhood and Village Teams

Amaryllis is the organisation responsible for social work and welfare in the municipality of Leeuwarden. Together with around 275 staff members, 115 volunteers and over 50 trainees, we work every day to create a society in which residents can participate, look after themselves and support one another.

Our organisation is undergoing significant development. In 2024, a new organisational structure was introduced, under which team leaders are managed by two managers: a Manager for Municipality-wide Teams and a Manager for Social Neighbourhood and Village Teams. Over the past period, we have further refined this structure, and it has become clear how we can support our organisation even more effectively.

We are now entering the next phase: continuing to build a strong, future-proof organisation. That is why we are looking for a Manager of Social Neighbourhood and Village Teams: a unifying leader who, together with colleagues, will guide the further development of Amaryllis and contribute to contemporary, high-quality and data-driven social work.

As Manager of the Social Neighbourhood and Village Teams, you are responsible for ensuring access to Amaryllis’s services within the municipality of Leeuwarden. You will directly manage four team leaders, each of whom oversees their own area. An area often consists of several social neighbourhood or village teams. In total, there are around 150 dedicated colleagues working in the neighbourhood and village teams.

Your responsibilities will include, amongst other things:

• Managing the team leaders, whereby you – together with your fellow manager and the team leaders themselves – will ensure a more consistent approach to leadership on the part of the team leaders, with a holistic approach, connection and a focus on results being key factors.
• Strengthening ‘the social fabric’; Amaryllis believes in the self-reliance of the residents of the municipality of Leeuwarden and encourages this. You forge links and foster collaboration between the various professional organisations and those working on a more voluntary basis.
• Working with the team leaders to optimise the visibility and presence of Amaryllis staff in the neighbourhoods and villages of the municipality of Leeuwarden.
• Area-specific issues, such as the integration of a school within a neighbourhood and developments in the housing sector.
• Together with your fellow manager from the municipality-wide teams, you will divide up the overarching substantive matters to form a portfolio. You will be responsible for the substance of this portfolio and will also act as the commissioning authority for changes and innovations.
• Once the optimisation plan has been finalised, you are expected to become the line manager of behavioural scientists and policy officers.

Experience and knowledge:

• Approximately 10 years’ experience in managing teams within the social or healthcare sector, with experience of indirect management via team leaders being an advantage.
• Has previously been (jointly) responsible for implementing organisational changes, and is able to naturally overcome any resistance that a new way of working might provoke.
• Experience of data-driven decision-making and a track record of helping an organisation adopt a more data-driven approach.
• University-level work and thinking.

• A meaningful management role in which you will make a direct contribution to the development of social work in the municipality of Leeuwarden.
• A 36-hour-a-week contract.
• A one-year fixed-term contract. Subject to satisfactory performance and mutual agreement, the contract may be extended.
• A salary in accordance with the Social Work collective agreement, ranging from a minimum of €4,606 to a maximum of €7,808 gross per month (36 hours, scale 12), depending on qualifications and experience.
