We are looking for a Manager of Municipality-wide Teams.
Amaryllis is the organisation responsible for social work and welfare in the municipality of Leeuwarden. Together with around 275 staff members, 115 volunteers and over 50 trainees, we work every day to create a society in which residents can participate, look after themselves and support one another.
Our organisation is undergoing significant development. In 2024, a new organisational structure was introduced, under which team leaders are managed by two managers: a Manager for Municipality-wide Teams and a Manager for Social Neighbourhood and Village Teams. Over the past period, we have further refined this structure, and it has become clear how we can support our organisation even more effectively.
We are now entering the next phase: continuing to build a strong, future-proof organisation. That is why we are looking for a Manager of Municipality-wide Teams: a unifying leader who will guide the professional development of our municipality-wide teams and highlight the social impact of their work.
What will you do?
As Manager of Municipality-wide Teams, you are responsible for the municipality-wide cross-departmental teams: Youth Work, Volunteering, Informal Care, Community Development, Status Holders, Meeting & Participation, the EPA team (serious psychiatric disorders), the Eropaf Team (early intervention) and Collaborative Working. You will directly supervise three or four team leaders, each of whom manages several teams. In total, around 100 dedicated colleagues work within the municipality-wide teams.
Your responsibilities will include:
- Managing the team leaders, whereby you – together with your fellow manager and the team leaders themselves – will ensure a more consistent approach to leadership on the part of the team leaders.
- A large number of substantive programmes that we are undertaking in collaboration with the local authority. In this role, you will have final responsibility for deciding WHAT we are going to do, and you will guide your fellow team leaders on HOW to implement the plans. You will work closely with the programme manager, who is in charge of a number of major programmes and projects.
- Promote the work of the municipality-wide teams by raising the profile of their results, both amongst external parties and within Amaryllis itself. If suitable information is not yet available, you should take the initiative to ensure it becomes available.
- To promote integrated cooperation between the neighbourhood and village social teams and the municipality-wide teams.
- Together with your fellow manager from the social neighbourhood and village teams, you will divide up the overarching substantive matters to form a portfolio. You will be responsible for the substance of this portfolio and will also act as the commissioning authority for changes and innovations.
- Once the optimisation plan has been finalised, you are expected to become the line manager of policy officers and a number of support departments.
You have/are
Experience and knowledge:
- Approximately 10 years’ experience in managing teams within the social or healthcare sector, with experience of indirect management via team leaders being an advantage.
- You have gained a great deal of knowledge and experience in the social sector – including welfare, care and local government – which means you can quickly get to grips with the substantive tasks involved.
- Experience in successfully implementing new thematic areas.
- You have experience in data-driven decision-making and have previously helped an organisation to adopt a more data-driven approach.
- University-level work and thinking.

- Integrity and professionalism: you act transparently, diligently and reliably, and make well-considered decisions in a public context.
- Curious about people and genuinely interested in different perspectives.
- Reflective; you are open to feedback and continue to develop yourself.
We offer
- A meaningful management role in which you will make a direct contribution to the development of social work in the municipality of Leeuwarden.
- A 36-hour-a-week contract.
- A one-year fixed-term contract. Subject to satisfactory performance and mutual agreement, the contract may be extended.
- A salary in accordance with the Social Work collective agreement, ranging from a minimum of €4,606 to a maximum of €7,808 gross per month (36 hours, scale 12), depending on qualifications and experience.

- Flexible working hours and the option to work on a hybrid basis.
